some of them should have been dropped items... incase cults dont have a decent miner/smelter/forager and have to contract out....

Only two of the 20 elements can be forged from Bars - and the entire Fable can be forged... so, cults without a miner don't appear to have to suffer so far.
But, if you have a well rounded cult, you should have a miner/smelter!
And there are always miner/smelters willing to lend a hand.
