The color is not an indicator of quest difficulty, but the quest type.
Blue = profession quest
Green = sidequest
Yellow = normal quest
Orange = group dungeon quest
Red = elite mob quest
Something like that.

The first part of the game explains allllll that if he had just heard(read) what the poor man about to be devoured by the void told him.

Thanks. I checked the Wiki, and a red exclaim means the quest requires killing a boss, so red is correct here.
