There seems like there is a problem with the guards, we will fix it tomorrow as soon as possible. I suppose you could try the less populated oceanic server and see if they are maybe still working there.

I've tried all servers for this quest. all seem to have the same bug (funny that the guards are in different places on each server) also, the wolf boss is now bugged too, any news on when these will be fixed? 
I can tolerate ignorance, but i cannot stand stupidity
the past can't be altered, the future can't be controlled, live for the here and now

has this become bugged again? Are the soldiers respawning?
I looked extensively on two servers last night and this morning (when the area is very quiet) and the only solider I've found is the one that refuses to go back (under the wagon near the Nth entrance to the palace)
Robet (Proph 49) Orbet (mage 49) Ebrot (magepro 49)
Tebor (warsin 49) Orteb(sin 49) Beort (warsin 49 - might become tank)
Betro (ranger 49) Trobe (??? 6 - there for bene runs - just whisper)

No fix for this quest yet?
They're working on it today, and I haven't seen anything to the contrary. It makes me believe there is still some time for a hot-fix I would guess.
