Allow melee basic attacks to be done while moving, this will help somewhat with the whole kiting issue in pvp.

 

Sure.  But, ALL kiting should come with reduced Accuracy.  Hitting a moving target while running is such hogwash...

It makes it impossible to pull large groups.  Not sure that is a bad thing, though.
