Okay so I don't know if anyone is having this issue or something, but i cannot get into this tent with the NPC im to tall to get in. It seems your suppose to go in there to get the quest. I took a screen shot to show location and where it is on the map.
If the picture doesnt work Its in Crannoch Harbor the tent near the broken staircase

You need to speak to the guard by the tent entrance to get in. If he won't let you in, it's because there is another quest you have to complete first. If you have the questbook "Rebuilding Illanon Relations", try doing what you can in there.

yes i think it's the guy outside you need to speak with to get into the tent.
