Those are fabled weapon sets, which is bought with ascended relics you get from completing ascended dungeons/dailies (Ascended Secluded Valley "ASV"/Ascended Rumbles Grotto "ARG") or the level 47 dungeon Infernal Garrison Command Center "ICC". http://eldevin.wikia...iki/Fabled_Sets

If you have the EP you can buy materials to craft level 47 Infernal weapons which can be re-rolled for 250 ep and is much stronger than level 45 Fabled set depending on your gems and the stat rolls, but it can get quite expensive... its much cheaper if you just run ascended dungeon for fabled set and buy mats for level 49 armor instead
