I cant get this achievement unless i delete a char or how I get this? I already have 16 chars that completed the tutorial before the new tutorial came out.

I think in this case they should just credit you that achievement Wiivja, it is not like you need to do anything special to complete it. You are just unable to because you have run out of alt space!
I suggest sending support a ticket, maybe they can help you out
