The Riposte buff is not working properly, right now my guild has the combat pit structure at level 25, that means +25% riposte enhancement, I equipped FF Sludge Spine set that gives me 80%, that makes 105% riposte enhancement. After getting the level 175 buff, my duelist enhancement goes up to only 105%, if I get the empower buff at level 175, duelist enhancement goes up to level 122, this means riposte is letting duelist enhancement go over 100 only if you have more than 100 total. I could confirm this yet again by equipping another piece that gives me +30 duelist, that would mean I have 135% which does go up.

Yes , this kind of buffs only increase the cap. You need to boost Deulist to reach the "new cap". A good method to do so is relics.

The described situation is fully in line with the description of the buff. It increases maximum for the enhancement.
