Thank you for reporting the issue.
Bit of a fail on the checking there, currently awards the achievement when you socket some lower tier gems rather than strictly Perfect gems. We'll resolve the bug for our next update.

As far as I'm aware we've not revoked any awarded achievements to date so we'll probably not be removing any.
This comes down to the fact it's usually difficult to separate out which achievements have been legitimately earned by players.
