There is an achievement 

I'll never turn to the dark side.

Lower your rep with the Infernal Empire to Loathed

It is marked as not completed

In my reps tab i have Infernal Empire as Despised and MIN

Looking at he wiki it seems to say that Loathed and Despised are the same

Is the wiki wrong? Should I have the achievement? Is this a bug if that is the MIN level? Is it a bug that i have the level and not the achievement?

It looks like the wiki is a little off. Hostile, Despised, Hated, Loathed is how the last four should be ordered. (Incidentally, Neutral is also missing from that list between Friendly and Unfriendly. If you're at exactly 0 with a faction you'll be Neutral.)

 

As you can see though, that means you've bottomed out of Infernal Empire rep before you were able to get the achievement, as Despised comes before Loathed. There are some reputation achievements at the moment that are unobtainable. We're planning to allow you to lose more rep with some factions and gain more with others when we raise the level cap.

 

So no it's not a bug, but it is unobtainable for now.
