Hello, I'd like to make sure I'm not running into a bug. I've been fishing in the fountain for about five or six hours, finding all the coins multiple times and getting a stack of each Gold coin EXCEPT for one, the Cowboy one. Is it merely bad luck or is it possible that the coin is temporarily not available?

Collecting all the coins is a very long process. To find all but one in 5 or 6 hours is pretty good going.
No idea how long I have spent doing it and still need one of the gold coins.
When in doubt. Blame lag

I had multiple stacks of same coins after I got mine done.
Just takes while.

and we hate you for that luke <3 lol. still have three gold to go but haven't fished for them in a while. still omg I just couldn't fish for even a couple hours straight. I did them over time in all the time I've played which is since april of last year though I haven't attempted to fish for the last 3 coins in a few months. luke stands for lucky luke 
Slow but steady wins the race or something like that.
I'm just taking it slow, not sure about the steady.

Mange mine in 1 hr and hafe or se 90 or so forget start 1 day for like 30 min then came back another day completed it in under hr.
Just was good day for coins.
