Daily Recruiting problem!

Now we all know that they have the recruiting because they want to bring new players into the game, I don't know when this has ever actually be the case.
3 of the top 5 recruiters for yesterday are all level 3. None of them are in a faction, they all have exactly the same exp, exactly the same credits, and exactly the same lack of gear.
My thought is, someone has set these 3 dummy accounts up as FC farmers, they're using them to get recruits and win the FC rewards, then passing it on to the parent account.
Every single one of the 100+ recruits between the 3 accounts is level 1.
Please HCS respond to this, look into it! I can provide you with the names of the players if you'd like, though I have a feeling you'll be seeing them show up on the daily recruiting a lot in the future, so it's not hard to see who i'm talking about.
As far as i'm concerned this looks like blatant cheating and abuse of the games reward systems, and it should stop!

This has been occuring, unfortunately, for a LONG time - and has been pointed out before. There should be some sort of restrictions on the recruiting rewards - player must be of a suitable level perhaps - but, yes, this is just out and out cheating - and, if investigated, easy to trace where the crystals are going.

I don't mean to sound pessimistic, but it seems that everything I eat lately turns to poo ...

Why HCS doesn't monitor this stumps me when they have the information needed to verify the bad accounts yet they rely on players to bring it to their attention first.

ok, i got a question, i know that some people put their SS2 recruiting link in their FS bio, and pay people if they create an SS2 account using their link, but is this against the rules or fair game?
I'm not clear on the FS link since it is HCS but offering to pay people would be a violation.
