how about u have random items that are able to have gems implanted into them each item a different number of gems and the gems give bonuses (ie damage +5 or something like that)

That wouldn't work.
People would be "merging" common junk because something too common and worthless at a higher level would add unfair/unbalanced bonusses (even when divided or averaged) to the lower level item.
This would cause the value of any common object to potentially exceed the more pricy, rare and hard to aquire legendary items, as well as make sets not worth wasting time or gold/FSP on.
Additionally, it could potentially cause a chain reaction in the FS economy, narrowing the margin between items sold exclusively for FSP and those common items sold for gold or even discarded freely. This would reduce the demand for FSP and thus reduce the incentive for the support that keeps the game running.
So, why should developers spend the time and effort it would require to implement, when in the long run, it would only serve to diminish support?
