How come some legendary armor, weapons, and sets like barely/don't offer defense? It just gives armor.

It is agreed that when designing your gear setup, you should choose only one of the defence/armor stats to boost. Usually it's the armor rating. Simply said, defence makes him miss (yet with a 2% odd of hitting you regardless of your defence) while armor reduces the damage he makes (substract your armor from his damage then add 1 if less than 0) - armor is more reliable in preventing occassional deaths, and if your armor is high enough you can simply ignore defence. Legendary sets are great because of that too (and other reasons).
There could be a max defence setup (you do one hit kills on a monster - with the same 2% odd of a miss, then you max your defence) - the odd is 2%*2% = 1 monster in 2500 will actually hit you....and most likely kill you. It's a lot less reliable.

Yeah, in FS, balanced set-ups are BAD.

Armour and defence aren't cumulative, it's one or the other.
Spreading points between the two doesn't work at higher levels, creatures have too much damage and will kill you in one hit.
So it's best to concentrate on one or the other, and armour is the safest bet.
