
This is a medieval game, right? Well I reckon it could use something like a pillory or stockade feature where cheats are publicly named and shamed.
I play another game where instead of losing your account entirely for cheating your character is placed in jail and an announcement is made detailing the offence you committed and how long you are suspended for.
If cheaters were publicly named in this way I think it would help to make the game more honest and accountable.
Players could go in the stocks for various periods of time depending on the offence, for creating alts, fake recruiting, logging into other players characters for relic defence or buffing, doing free offers multiple times etc etc...
If HCS is serious about trying to curb the cheating in the game then I believe it would be useful to introduce something like the pillory or stockade so that honest players could see that the developers actually do take a stand against cheats.
And while they were at it they could increase the number of fsps per dollar that you get for donating to the game as if the fsps were a little less expensive I believe more people would purchase them rather than trying to obtain them dishonestly.
Also I think they should either remove the recruiting medal from the game or rename it as the cheaters medal
