no coos its not a bug its the way it is, you haw % cans of missing as the same as you haw % cans of hit if the defend is higher than the attack.

like DeZtro said, just because your attack is bigger than its defence doesnt mean you will kill 100% of the time. The bigger the difference between the greater the number of times you will break thru. I lost in a pvp fight when i had 600 attack and hit a guy with 35 defence.

Nope, armour is simply to do with HP lost
Roughly:
Your Damage-Target's Armour=HP lost
Although there is some variation.
I think the minimum chance to miss given huge att/def difference is around 2%.

Yes, no matter your attack to defense ratio, you will miss 2% of the time.

I could disagree till it was later my attack was very high over my opponents def and I always hit either they make it always 2% miss later or just need way over their def with your attack not sure witch.

For that 2% chance, the remaining % of the time your def (including the dodge, nullify etc) should work fending off attacks then. And armor would be your buffer until HP takes a hit. Unless you have healthy enough armor, does it makes sense still to continue stacking up points for def?
Say, you have dodge, and nullify at 100%. It doesn't mean it kicks in always, right? So would def stats play a role influencing the said stats to activate more often? And if not, what does or is it independent the same way as other regular stats are?
