I think there are plenty of Skills to choose from already until level 150, there are 20, and to have 100 points on all of them you would need to be level 400.. So I would have to say No..
But I do like the Skill idea of getting a better crafted Elite drop
Maybe they could replace one of the useless skills with your skill idea.

no level 100 buffs!
Reason: level 100 is only 25 levels away from level 75! You wont have anytime to max out 2 skills! leave it be, there is just teh right gap in between for us to save points for up-coming skills and max out already existing skills.

Look, so what if there's only 25 levels between 75 and 100? There are 24 between 1 and 25!

I must say I appreciate your idea of further levels to be implemented to provide greater flexibility.
...However, I would have to say no in the poll. I would reason that in assembling a particular, considered-to-be-vital "thread" of buffs (starting from Adept Learner, running up to Doubler, you're constantly going to use almost all, if not all, your skill points anyways, even with the current level requirements unaltered.
Furthermore, you have the choice of obtaining "strategic" buffs, which are of less value to a character on a normal basis(like Find Item) than the "vital" buffs, but with having such a buff, you can easily trade it anytime for a more common "vital" buff, plus, you can gain financial advantage of these on either LE's or just in everyday gameplay(I for one chose FI quite recently).
What I'm trying to say here is that although these level barriers seem immense, they aren't actually that much of a hindrance to demand a necessary altering(In my opinion).

Also are there any other people with some input on the increased chance of gaining better craft from creature drop buff out there?
Yup. Me.
And I think it's a damn good idea. Kind of annoys me sometimes that it's near impossible to get a drop better than average on a majority of items.
Even if the chance of getting above "v.good" was 1-2% I'd probably still spend points on it, just in the hope of getting the odd elite item ex/perfect without spending FSP.
