Kragh is a fine option at that level.
EDIT: Fire Dragon sucks anyway (the old version; not so sure about the reborn) just do yourself a favor and avoid any and all 9 item sets.

I personally used zhann until lvl 60 and it certainly got the job done
but with the right combo of gear (nothing legendary) girath is actually the best until yeltz at lvl 55

The answer, as always, is "It depends". Mostly on what you want to hunt.
If you want to save your money for low cost gear (wise attitude IMO) try to adapt your gear to your target. I'm pretty sure Girath, unforged, can take you to yeltz if carefully assorted with other items. I remember going with giggles up to flamed
since girath shield was too expensive.
For instance - at 48 you need to choose between Ravagers and Aquatic horrors, and adapt your gear for each. Be sure to understand the formulas for the required damage, attack and armor.

Actually I used Fire Dragon from lv. 35-55(back when plague wasn't even in the game) and it was preety amazing for a 9 piece set. It one hit for me.
