If this were approved, then 60 isn't enough. It should be 80, the mutiny percentage.

seems like a cheap way to get FSPs, buy up old inactive guilds, then transfer them to new guild.. repeat

this actually isnt a new idea... it was suggested loooong ago... the basic problem is getting to keep ALL of the xp contributed... as that way it would be too easy to get to the first place... merge two great guilds, wait for xp lock... kick half of the players out and there you go... youre on the higher place with equal number of members
... (actually this is probably a bit too much... but it could happen)...
there were suggestions with 50% xp transfer, buildings transfer, upgrades transfer (in case the other guild already has that update part - not all - of xp would be refunded) etc...
so far there were more problems and possible abuses to this idea than solutions...
and 80% of the guild for the mutiny doesnt count the inactives so probably it wouldn count them here either... so if you manage to find a guild with 20 players - 2 active - with a lot of upgrades, just invite the active players to join with the guild merge... they would make 100% of the votes since the others were inactive...
you get a lot of fsp and kick the inactives and voila...
