PvP means Player versus Player.
But at your low level, I recommend attacking creatures and staying away from other players for now!

well one tip is to check for players that says inactive accounts. those you usually can hit without any problems =)

Inactive players are the easiest ones to PvP without getting bountied, but you can't see inactives on the map anymore.
As it stands right now, and please correct me if I'm wrong, once someone hasn't moved from a square for 15 minutes, they aren't visible on the map, until they move again. (I didn't realize this during the last LE, and was going nuts trying to figure out why creatures were saying "killed by another player" when I couldn't see any other players
)
In my opinion, PvP was unbalanced when there were multitudes of inactive players on every map, and you could simply hit 'em once an hour for easy gold. Now with only active players able to be seen, it makes PvP more interesting

I disagree. Do it now before the mid 100's when it will take you a day or so to regain the levels you could lose from the bounty board.
