Inactive Players and Guild Storage

When a player goes inactive, what happens to their backpacks? I ask because a good portion of our guild's storage is with one player who no longer plays. He is inactive for twenty five days now, and we've been concerned we will no longer have access to the guild items he holds (tagged.)
Also if we can still recall them, can items still be sent to the player in question and then later recalled once slated "Inactive"?

Yes
as long as the item is tagged it can be recalled even if the player is inactive

Can inactive players continue to be used for backpack space?

Yes, as long as you have guild tagging and recalling abilities, you'll be fine. Inactives can be used as storage space within the guild.
