new player designed sets

I propose that the FS players using some of their great artistic tallent to design some new sets, they would need to provide artwork for the set, and an avatar for the elite/or similar that would drop the set, then HSC can come up with the stats so that the sets remain balanced within the game.
And finally i would think it only fair that the artist of a set be given a reward for the design. The best idea i came up with for this was giving that player a number of the sets say a week before the elite is released into FS. That way tey will be able to profit vastly by selling a number of sets. i would also suggest giving them a marker to say they had designed a FS set, and also a bound set that comes with enough backpack spaces to hold it, and a special set bonus of +1 stamina gain.
this paragraph is for HSC. is this idea possible, if it is it would be cool to set a large number of sets added to the game in the future... Also you would need to provide deatial as the the format of any submissions for sets.

that all elites must have a history
all sets must be completely orginal
The idea is that there are more sets without HSC having to come up with all of the artwork which is very time consuming etc.

It's the licensing thing that will prevent this from happening. Copyright is a tough thing and they would have to ensure that your idea was original and you weren't stealing it from another book, comic, tv show, game. It would cost them less to create their own art and characters than to verify that they could have legal copyright of player created ones. And they're not going to put things in the game that they can't have legal copyright on.
so basically because of lots of legal mumbojumbo we can't improve the game? i hate money...
