The new anti-begging/scamming rule is stated here:
Hi guys.
In our ongoing fight against Scammers, it has been decided that we shall no longer allow the sale of Guilds. Far too many people are getting burnt by doing so and it causes too many problems.
Plus a Guild should be passed from one trusted member to another. It is a group of friends and allies and to just sell it to anyone for FSP seems disrespectful to your Guild Mates.
Also to help against Scammers, it is now forbidden to use the Shoutbox and FSBox to beg and borrow for Gold and FSP. Do not reply to them. If anything, we would like you to report anyone doing this. Thusly we should be able to weed out the Scammers and Conmen.
This is a result of high levels of tickets regarding these issues.
However, it does NOT address the much bigger problem of single PMs begging for gold/FSP/items!
I submitted a ticket for over 30 beggars in the span of one afternoon. The response I received was this:
The begging is only if your are being spammed by a player continually. The occasions you list here are just a one off occasion. Also please include a screen shot in future.
To take a screen shot:
1) Press Print Screen [this copies the image in screen into your PC memory].
2) Open a paint program and start a new document.
3) Place your cursor in the new document, paste [Crtl+V] the screen shot from memory into the document.
4) Save the new picture as a Jpeg [please make the file size as small as possible, but keep image as clear as possible].
5) Attach to ticket.
Simply add them to your ignore list.

Adding beggars to my ignore list has ALWAYS been what I've done. I DON'T want this to turn into a thread about who has a bigger ignore list please.
Should I just shut up and stop complaining about personal beggars? Is it always going to be part of the game?
Now I understand that begging is done by NEW players(those under say level 20). People usually only continue this out of desperation until they realize it is not accepted by other players. So, couldn't there be a notice when people sign up to play the game? I think it would attract the type of players HCS is looking for, donaters.
In summary I'm very disappointed that this new rule doesn't work. It's actually worse now imho
