Attack determines if you hit the monster or miss
Damage determines how much damage you do.
If the person or creature has too much defense you will not be able to hit him without enough attack. If the person or mob has enough armor you will not hurt him much without damage.
what is the difference between attack and damage?

Attack is how likely you are to hit, it needs to be greater than monster's defense to hit reliably.
Damage is, well, it is how much damage you do when you hit. Your damage needs to be more than the creep's armor to hurt the beastie, if it is greater you start taking away HP. If your damage is greater than the creature's armor plus HP combined you will kill on a single successful hit (with a bit of wiggle for the inherent variability).
