No, you just get a way of sorting what you already have in there.

2. its to sort out things if you have a huge backpack, some players have about 500 backpack space, so they use folders to make it neater

What it means by "making things neater" is like... ummm...
*Example Time*
A player called XxX has donated lots of money to the game. They get points that they can use to upgrade their character. XxX decides to buy 500 backpack slots. XxX fills up his backpack space very quickly. XxX is very happy that he can hold so much stuff, but has troubles finding the item he wants. He decides to buy a folder for his backpack. They cost 100,000 gold, but is worth it since they're all filled up and has 503 backpack slots. He calls on Folder "Plants". XxX puts all the plants in his backpack into the folder called "Plants". From now on, he can see nothing but his plants if and when he selects the "Plants" folder.
(I know, I know. It's lame.)
