It's not that hard to figure out what the OP means. If you're gonna nitpick, you're working on a sparse patch here. They want the amount that can be deposited to be more than 25%, available through upgrades.
to the OP: You can increase your amount deposited, via buying extra deposits. If you buy one extra deposit, you can end up depositing a little over 43% of your on hand gold by making two deposits. They're not going to raise the percentage per deposit, because pvp is a part of the game.

Let x be the number of deposits you have.
The formula for how much gold you deposit is: 1 - (1 - .25)^x * your total gold.
As a percent of your gold, you'd use:
(1 - (1 - .25)^x) * 100(%).
So:
If you have 1 deposits, you will deposit 25% of your gold.
If you have 2 deposits, you will deposit 43.75% of your gold.
If you have 3 deposits, you will deposit 57.812% of your gold.
If you have 4 deposits, you will deposit 68.359% of your gold.
If you have 5 deposits, you will deposit 76.269% of your gold.
If you have 6 deposits, you will deposit 82.202% of your gold.
If you have 7 deposits, you will deposit 86.651% of your gold.
If you have 8 deposits, you will deposit 89.988% of your gold.
If you have 9 deposits, you will deposit 92.491% of your gold.
If you have 10 deposits, you will deposit 94.368% of your gold.
[NOTE]
So even with a few upgrades, you can get a nice chunk of your gold into the bank. If you want to get guild depo's flowing fast, you can organize a deposit chain in your guild. This is were you pass all gold to one member, have them deposit as much as they can, and then they loop it to other members.
Alternatively, you could organize things such that you have 2 days of max stamina, and you deposit once before your deposit reset, and once right after it. In this case, you want the time between the deposits to be very small. So planning is required if you don't want to upgrade.
