Except for the early maps, there should be no minimum level required to do quests - if you're a high enough level to enter a map you're good enough to do the quests.
I entered Frozen Lakes (South) at level 75, and am having no trouble killing ice lizards, yet I can't start the quest to kill some ice lizards and retrieve an item because I'm not level 79 or higher.
The pvp rating requirement for some quests seems a bit odd too. Just minor gripes though, overall the game is good.

I agree that there shouldn't be a minimum level for any quests, simply because if HCS wanted players to be a higher level, the quest should have been placed in a different area.
However, I think that having a minimum pvp to start quests is not a bad idea, although it's a little odd.

the PvP requirement is to get people into the PvP aspect of the game. Some of us never PvP otherwise.

Some of the level requirements may be there to intentionally force you to sublevel, at least partially, to complete a quest.
