No, as the skill description says: +0.1% per point increase of creatures current drop rate.

So it actually depends on the original drop rate of the creature.

Yep. Keep in mind, each creature has a drop rate, meaning x% of the time, a creature will drop something. That's what FI increases, the drop rate.

In addition to what they said, FI 1000 gives double the drop rate, basically. So, a normal drop rate of 30% would get someone 60% by using FI 1000. With a normal drop rate of 2%, that would get someone 4% using FI 1000. And.. yea, you should get it by now.
