A new buff to increase the chance of hitting

It will be mostly for pvp use.
It would be nice as a nomle lvl buff. but would work as just as well as a Potion buff.

Fury - +0.1% base Attack and +0.1% base Damage per point.
Dark Curse - +0.2% reduction of opponents defence per point.
Those are the current buffs that increase your chance to hit, not to mention Enchant Weapon, Enchanted Armor and Keen Edge. We don't need any new ones. If you have these active and are still not hitting, you need to rethink your gear.

Uses 0.25% extra stamina (per point) to add 0.25% to both attack and damage. (Both values are rounded up, vs. creature only)

Skig thoughts buff increase your states so you can kill the taget when you hit it. But if you cant hit it. Its not going to help. Iv when hunting and lose 10 or more figths in a round becase i couldnt hit the target. It's just miss,miss,miss,miss i die. How fair is it if i cant hit you but you can hit me?
You need a higher Attack than the enemy's Defense to hit them, so anything that increases your Attack or lowers their Defense is what you need.
