Inventing/Drop Rate for Quests

In order to encourage people to complete the quests instead of skipping over them for leveling. As well as make some of the lower level quests that were implemented after the level in which theyre in was released ( mainly the spider quest), I think that the inventing and Drop Rate of quest items should be on a sliding scale. Meaning that if you skip over a quest, for every level after, the chance of finding an item or successfully inventing decreases. Nerf the drop rate/Inventing rate like how you guys nerf the XP/gold from subleveling, with a bottom rate of 10-25% or so (inventing), and even lower for drop rate. This wouldnt really affect people who havent completed quests right now because there were plenty of time to get them completed, and will help low level players to level normally without looking to buy FI/QF that cost most of the time a hunt to make.
