Number of RP won depends on the guild's GvG rating, rewards as following based on the GvG rating of the winning/initiating guild before/after (whichever is easier to implement) the conflict:
8 RP per win for GvG ratings below 1000.
10 RP per win for GvG ratings 1000-1250
11 RP per win for GvG ratings 1250-1400
13 RP per win for GvG ratings 1400-1500
14 RP per win for GvG ratings 1500-1600
15 RP per win for GvG ratings 1600+
GvG is at 100k for a guild within 100 GvG rating of oneself (up or down), doubling for every additional 100 GvG rating difference.

Exactly. What this will do is make it less profitable for, say, a level 400 player to start up a solo guild and initiate against guilds with 10 targets for him to hit. If that level 400 player hunts a few times to get his guild to level 25 (to build structures) his guild level won't be anywhere close to the level of a guild with a dozen or so people to hit. It will cost him a lot to start the conflict, unless he starts a conflict with another guild of similar level which will be 1 of 2 things:
1. Another solo guild, which makes a tough gvg opponent or
2. A guild with all low level players, with no legal targets.
Using a level based GvG fee will lower the profitability of solo gvg guilds and discourage the initiate>kick member tactic tremendously.

Won't it simply entirely discourage too low level guilds from participating? Aka, he gvg's some dead guilds, then has to level to even get a target :?
I'm not a fan of mixing leveling metrics into a pvp feature.

Tbh I could easily go along with all of that, I just didn't feel like posting another meaningless +1

And I say no to basing gvg costs off of guild level. I like the plateau idea best, with +/-200 gvg rating being a flat rate, and anything beyond that having a sharp increase in cost.

Just think about all the new action on the Bounty Board. In it will probably breathe a lot of new life into it where the only time we usually see more than 1 page is when there is a "war" going on. Incurred risk makes the reward fair.
GvG has some easy fixes but it's highly unlikely HCS will implement them given all the screaming that has been done about the current state and nothing has been changed.

Not true about everyone wanting to "trade" points. I do like your idea of Prestige being only attainable on the bounty board though. Would actually make it Prestigious! Bounty hunters typically forego leveling so it would bring an ironic twist to how the game is balanced. Would reward those players that are more well rounded. Almost ALL high leveled players wouldn't dare take low level bountys because not only the cost but the higher chance of a counter bountys, dare they lose precious xp. It would force them to try REAL PvP or forego the Prestige altogether. On the other hand you'd probably see an increase in 1 hit bounties tho. Do away with them, which should have been done ages ago, and that would solve that manipulation.Nice to see everyone still wants to "trade" Prestige with the suggestions coming through. It should only be able to be obtained from the Bounty board. It will actually put a reasonable cost to earn Prestige. High level players want easy prestige, they have to pay through the teeth with tickets.

Btw, the 1 hr Prestige duration needs to be increased and usable with extend imo.

I would LOVE to see prestige only given on the bb...but that's for my own selfish reasons, lol...
