a faulty image is more likely. try a different render and see if that works

considering the original stock, i think you could have done more with it.

in that, a good gaussain blur on lighten/screen would help to get an effect like that. also use the filters-->render-->lighting effects. this would make the stairway look like it's going to heaven even more![]()
and in a completely different idea: add smoke or something to the stairs
