Fair points all, luis. And I can't believe I missed the enchancements thing
While I agree that skill descriptors have been notoriously vague with regards to previous skills, consider the following skills:
Spectral Knight
Counter Attack
Summon Shield Imp
Assist
Mesmerize
Dull Edge
All of those skills specifically state that they only operate "vs. creatures only" or, in the case of SSI, "works in PvE only."
While I'll grant you that Distraction doesn't clearly state it is PvE only (and it is) Hoof has clearly stated in the original update thread it's only intended to be PvE enabled. In light of that, the skill descriptor should be changed.
My main concern with Demoralize and Reckoning is that on face they have very interesting implications for PvP combat and share none of the language of previous buffs, and while mobs
do have
enhancements, they are far less of a factor (usually) than enhancements in PvP, especially live PvP. In short, limiting demo to PvE greatly reduces its value as a buff.
Reckoning may in fact be too overpowered to operate in PvP (personally, I disagree, as it has absolutely no defensive value whatsoever, but that's just me), but Demoralize should, at the least, be both PvE and PvP enabled.
