9 was just an example.. sometimes it is less.. plus by your theory more then 30 seconds behind would be eligible...Because you can be the first to hit someone but deflect can completely screw that up to where you only get 8 out of 10 hit.. even though you started first. It isn't a completely bad idea, the way you have it set up doesn't work.
Note I word it as 9 hit attempts incase a person has deflect but you still attempted the hit you wouldn't be eligible to be bountied

Asking a player to stop? LMFAO The guy in dead last could have won, especially if they all started within the first two min. You just didn't want to lose the extra 18% of a level(9hits X 10stam X 2clearers) and were unlucky 4 players were on it. Happens all the time if you were offline.I was boutnied recently whilst online and had 4 people take my bounty all within the first min. I let the two who were 40-50 seconds behind know(I gave the one in second the benefit of the doubt and let them race) The one in third stopped graciously thanking me for saving his time. The other (in dead last) kept going, even after I beat him twice.
My point, Rating farming is still farming, regardless of how fast you are, and deserve countering. 9x ten staminas or not.
What you have to remember is bounty hunting is pvp. Essentially, your being paid to fight someone elses battles for them, and should be open to the same risk anyone else is.

one painless modification would be any player that clears a bounty with 10 stam hits should be granted immunity from counter bounties. rewards honor and efficiency.
granted this is just step one to fixing a very flawed system.
we still need to address these "secondary" accounts that keep popping up.

as others have stated smack em back 100 stams next time (or my personal favourite is when they bounty me when their bounty isnt even complete, finish it with 100 stams

I've seen far too many people staying away from the bounty board for this reason and it has crippled the point of the BB. There is a reason people appear on the BB and if a person clears a bounty using the minimum then I see no reason they should be bountied back. It then just turns into a vicious cycle.

Bounty hunting is taking people's EXP. Anyone who bounty hunts goes in knowing full well that they are open to the possiblity of being countered. If you truly have that big of a problem with being countered, either A. don't bounty hunt, or B. Keep 1,000 stam in your back pocket at all times to make counter bountiers suffer for their decisions.
Personally, I utilize option B as often as possible. It's worked out nicely so far.
If you limit people from being countered, you both make Bounty Hunting a totally different class of player - which shouldn't happen - and you make the rating game even more of a farm system.
Deal with it.
