Cassiopeia has a 99% chance of mining and here is her recent attempt

You attempted to smelt 250 times and successfully smelted 371 x Raw Blue Crystal into 371 x Blue Patriarch Diamond. You gain 1482000x2 = 2964000 smelting xp (Master Smelter).
Either the smelting XP awarded is wrong (5828 instead of 6000) or she's receiving the correct XP but not for all of the bars that merit it (my possibly spurious calculations show it would be 3 bars off.)
Now~when Sain first posted this I started wondering if the bar-or-two short was a function of the mining success rate not being 100% - i.e.

*this example is deliberately as if there is NO Skilled Smelter advanced skill
But since we
have skilled smelter, we have (for Cassiopeia) a 52% chance of smelting 2x bars, so the one or two (or 3?) failed attempts at smelting are masked by the number of successfully smelted bars that yielded a double amount.
If this is the case, then it is not buggy at all, merely the fault of the dratted RNG - If I understand correctly, miners who have a 99% chance of mining or smelting have a 1% chance of failing to mine or smelt, not each time we hit the button, but for each individual attempt. So, like those times when I fail to cast Angelic Shift 3 times in a row (why is it always in a PvP realm?) we can be failing in the attempt to mine or smelt, so no XP would be awarded for the failed attempts, but since the system log doesn't record the number of failed attempts and DOES give us the total bars/ores we got extra from the advanced skills, we never know how many attempts actually failed unless we do the maths on the XP received.
