Both have advantages. Hypothetically, the way they are worded, they both increase that combat strike by roughly the same amount (Remember you must account for variance)
PA's advantage is it increases your damage stat(Its one of the only moves that words stat after damage, this is important when reading the descriptions) of your future attacks by 20%(if you successfully hit) So it tends to be better in level ranges you find higher armor more oft. Another good thing about PA is its more reliable.
CH on the other hand has a 10% chance to super hit and do more damage, but it come at a cost of having the chance to fumble(but I havent seen this happen except to basic attack since the last time they updated the moves) The biggest advantage to CH is it can override the block and defend moves unlike PA.
One last thing is PA tends to be stronger then CH vs counter attack. A CH gains 10% additional damage(To your strike, not stat) when PA hits for normal damage, but your opponent only attacks back for half damage(once again, this is damage dealt upon the strike, not their damage stat)

Really depends on the level range and what I have been facing.
Somewhere where there are alot of defense/armor sets, I would likely go with the PA in case my damage wasnt substantial and follow it up with a CH to override a block or whatnot.
Pure defense sets levels if your getting enough attack to hit them I would likely go with the CH because not only does it have the chance at super vs them, but sometimes if you have enough armor+damage with your attack your can beat the max sum armor/damage sets when you super.
Its really alot of trial and error.
