While the concept of having static level PvP attackable ranges may make since to some, I can't for the life of me figure out exactly how it is even remotely fair, especially.
Take me for example I have just recently passed level 600, as such in PvP ability/raiting I am being compared to players that are almost 100 levels above me. That in and of itself it not all the big a deal. However, the fact that they can attack (and thus get rating from) players that are 99 levels below them (i.e. much easier targets), yet I am only allowed to attack players that are say 5 levels below me, IS a big deal. The way the system is, it puts players at the bottom of the PvP bands at a severe disadvantage when compared to those at the top of the PvP bands. If you want to have separate awards for various level bands, I have no problem with that, but please go back to the attackable range being +/- your current level.
Please change PvP level range back to based on +- your level
