working larger can make you feel like you have more space to 'play' and can easily result in a better piece even when you resize it.

Much larger than the size restraints for an avatar or a signature.
Now the reason for that is because you can pack alot more detail into a larger piece. Work bigger. Then when it looks good, make it smaller - then if it still doesn't work, try toning things down, taking things out, or doing other stuff.
