I am at the point in the quest where it says repair the broken cairn stone. I am standing right next to the missing piece and it won't let me pick it up. There is also no boss in there like I would assume from what it says on the map. Any help would be great.

Hi there, for the stage you're up to you need to complete "Riding of the Marches", at the end of which you will have repaired the cairn stone. Market Festival is a quest that relies on the completion or acceptance of other quests.

I figured it out. I had not activated one of the stones but it was telling me that I had and needed to repair a stone.
