Posted by You can't if your HQ is above level 8. You will have to wait for a merge or play the game as a war game. This is a PVP/PVE game. It is not strictly PVE, as such you need to plan for war. You would be surprised to find out many regions have alliances that attack constantly. Join an alliance that can defend you or shield up.
