I was intentionally vague because I was waiting to see feedback before making some decisions.
Teleport can be cast on anybody at level 175 if you max out the skill and Fury Caster. Buff Enhancer does not work on it.
A level 175 Teleport results in a 35 second cooldown.
The Temporal Beacon guild structure will reduce it by a further 2 seconds per level (up to 10 levels) so if your guild maxes out that structure it will be a 15 second cooldown. We have not finalized the cost / upkeep of this structure yet.
The enhancement Temporal Phase will decrease the cooldown by 1 second per 10%. So at 100% the enhancement will reduce the cooldown to 5 seconds.
Casting the buff costs 40 stamina and lasts 60 minutes and the buff does not reset when moving between realms. Teleporting always costs 1 stamina regardless of the distance and is not affected by light foot / gold foot although that doesn't rule out future equivalent buffs specifically for Teleport being added.
Teleport works on ALL realms, including those with Titans. We're hopeful the use of a buff such of this will level the playing field a bit with those abusing scripts / macros.

Just to make myself clear.
You cannot create this buff to try to deter cheats.
It will only make cheats cheat in a new way.
And how does it help the playing field for people who are in young guilds starting out and who do not have:
2500 BUFFS?
In what way is this fair to players who do not have access to 2500 buffs??

Having read through the entire thread I find this the most interesting post of them all. After years of complaints that some players were using scripts to titan hunt with nothing but denials of such from the cows, we now have an admin breaking ranks and admitting that scripts are indeed being used. Inferred is that the cows are unable to stop this from happening so teleport is being added as a buff in the hopes of letting the honest players compete with the cheaters but that's certainly not a guarantee. While I appreciate the honesty now, I hope you can see why players get frustrated with the current system of denials, warnings and bans for players reporting problems while cheaters are allowed to continue without repercussions. Throwing a bone to the honest players to "hopefully" help them compete with the cheaters is not the answer to the problem, getting rid of the cheaters is the answer regardless of how useful this new skill may or may not be in the long run.

Tokens reward and entry fee should be lowered so players should join more tourneys to collect tokens and they can afford joining more tourneys with low entry fee ... this might increase participation
I mean make all tourneys rewards 10 tokens and 10k gold entry fee

There was a problem storing your reputation vote.......this is a new one on me...tried to "like" a post and that error message popped up. Really sick and tired of the glitches, lack of support, connectivity issues and broken promises. There was a posting about acceptance, the only ones that have accepted this situation are the hard core players that have made numerous friendships in the game, everyone else has left. The mobile app as Sweetlou pointed out is a pipe dream, HCS is rearranging the deck chairs on the Titanic and the ship is rapidly sinking and I see no rescue effort on the horizon by HCS. For all the recommendations and fixes we collectively suggest and the response to those efforts by HCS, we might as well all be talking to a wall. A once great game being consciously destroyed by it's developers through what appears to be abject indifference.

I don't post much anymore because I don't really see the point, but here we go. Over the last couple of days I've been getting an increased number of "504 Gateway Time-out" errors. You can imagine my frustration when we are told that there will be "Server Maintenance". Now when I hear that, I automatically think that something is going to get fixed, when in reality I've noticed an overall decrease in speed and an increase in lag. There are no more than 500 players on FS at one time, so to me it makes no sense that the servers are stressed because of increased traffic. If I'm not mistaken HCS, didn't you replace the servers or change server companies not too long ago? And wasn't the reason to prevent lag and increase consistency? It's getting tiresome and demoralizing which is unfortunate.
The next issue is content. Now before I have everyone jump on me about mentioning this, just remember what HCS said. We were told that content was going to be released every two weeks. It's been two months since the last set of content, and I'm sorry HCS but that is not good enough. It's not good enough because you can't tell us one thing and do another. There is a massive difference between 14 days and 60 days. We appriciate the Legendary events and global events, but I don't see a reason why we have to have one or the other when we should realistically have both.
I have so much more to say about lack of buffs, Arena, Titan hunting etc. I'm not going to get into it because we have to focus one thing at a time. I also know for a fact that I'm not the only one experiencing 504 gateway errors, so it would be in your best interest to let the FS community know what is going on. I've spoken to about 10 others from different areas around the world and they are all experiencing the same thing so please don't give me the "ISP is at fault" line, I've heard it too many times.

Something is definitely wrong here.
Composing was meant to add value and a reason to collect these drops, instead of junking/ignoring.
Now we have people still ignoring the creatures, and others regularly asking for the straight-to-frag events.
Leaving the items still with minimal value to us and creating new and extra strain on HCS.
I think part of the issue is how drops were not added for creatures above level 1600. Yes, new content batches now have one creature per batch with one Common, but it's nothing like the lower levels. We're told to go down to lower levels if we want to farm frags, but I think that's just as bad as frag events. It seems to me to kind of defeat the purpose of fragging/composing in the first place.
Everyone should be able to gather frags for composing during their normal leveling sessions.
Edit: Bad sentence structure was bothering me, so I fixed it.

Looks like similar risks to me..you are a PvPer and you know very well that there could be many other scenarios too, here are two:
1) A hits B => deflected , B => revenge attacks & takes xp / gold => A has huge risk, B has hardly any risk !!!
2) A hits B => A loses , B => revenge attacks & takes xp / gold => A has huge risk, B has hardly any risk !!!
Even if the revenge hit takes double XP that would be the minimum player 1 risked from a returned bounty..but the bounty could be taken by more than 1 player + will increase the BB activity !!!
The difference and biggest plus of this feature is you get player 2 attacking back.. Its no longer one attack, but two attacks.. That looks like a small increase in PvP activity.. And its a healthy increase.. It gives the power for revenge solely in the hands of the victim..sorry but that is not completely true
if placed on the BB then the BH could be bountied and so on => increase of PvP activity
your "revenge attack" STOPS PvP activity after the 2nd player hits back BUT the BB opens a possible ∞ "loop" to keep PvP going which is more PvP activity !!!!
There are even non pvpers in this thread that have admitted they would attack back with this feature.. That's only those who have voiced their opinions..I totally believe you because like I said your "revenge attack" is just a way to have "safe PvP" with hardly any risk + the other party can get PvP prestige with NO RISK !!!!
IF I was a NON-pvper + against xp loss & want "safe pvp" then I would welcome your "revenge attack" idea with open arms because it would only give me advantages !!!
I would get FREE PvP prestige with hardly any risk + do not need to pay gold / FSP & bounty-tickets !!!
you can clearly see what & who benefits from your "revenge attack" idea + that it will water down PvP even more !!!
