Well, yes, but you get the exact same bonuses through those buffs using a 2 piece set, too. That last piece, even if it doesn't provide a set bonus because the set is "broken" doesn't necessarily matter too much as you still gain the benefits of Coordinated Attack and Coordinated Defense.

The downside is that an individual is STUCK using the 3 piece set with 3 other 2 piece sets which limits the available options on which 2 piece sets can effectively fit around it. If I have 2 piece sets of Helm/Gloves + Armor/Amulet + Boots/Shield, I have the flexibility to choose the last set of Ring/Rune, Rune/Weapon, or Ring/Weapon with a filler piece so you can tailor your stats to your needs.

In using a 3 piece set, players are forced into using exact pieces to make things even close to viable.

The RES lends itself to saying that it's all roughly the same. More items in the set = less likely for use, unfortunately. At least with crystal it'll always have its use - 0 durability broken set to afk farm Global Event creatures thanks to the set bonus! ;)

But of course.

Each individual item with 12,080 in raw stats crafted perfect with 0 forges. With the set bonus being 17,650, when you split that down to see the value in the raw stats, each individual item in the set has a raw equipment score (RES) of 17,963.33 (or 3.1105339105 stat points per level).

Now we compare it to the Death Chomper at level 5425. Each individual item from that set has 11,370 raw stats with the same parameters. With the set bonus being 11,100, our RES is 16,920 (or 3.1188940092 stat points per level) which is slightly higher at Stat Points/Level.

This doesn't even include the added bonus of 2 piece sets allowing for easier build-crafting as those 2 piece sets can help with picking out a filler item to fulfill your set make-ups needs.
