Basically, this achievement wants you to kill the general before he summons the bear.
We tried to do this with a full party of level 40s, all dps. no tank/healer.
We found out that when the general hits 30k hp, he summons the bear automatically.
Therefore, it's not time based. Right now, it is impossible to get this achievement.
This world can't handle me.

Can people confirm this please? or at least try to get this achievement? I am so sure it is not working the way it should be.

Hello there,
The "Witnessing Defeat" achievement requires you to kill Fernris (the bear summon) before killing General Iron Finder. However, this is currently bugged on the live server, but will be fixed when we next push a build.
